Substantial Amendment for CDBG-R Funds

Notice is hereby given that the City of Waterbury, Connecticut has prepared the documents necessary in order to reprogram $350,000 of its CDBG-R funds due to the inability of the developer of the supermarket redevelopment project (JD 91 Cooke LLC) aka the C-Town Project to complete the project. Its agreement was terminated effective December 9, 2011. This change constitutes a substantial amendment to the City’s 2008 Annual Action Plan due to the amount of funds and the change in the type of project.

The substantial amendment which the City of Waterbury is proposing will allow the City to reimburse itself for the purchase of a new custom fire pumper. Improvements to fire stations and fire equipment is a high priority in the Five Year Consolidated Plan (2008-2013) due to the size of the City; the age and condition of the fire stations (several of which are historic) and the need to upgrade equipment in order to meet current fire safety standards. In the past two program years, the fire stations allocated funds for improvements; Station # 6 on Willow Street and Station # 1 on North Main Street serve two of the City’s lowest income areas. Both projects are being done in phases due to the extent of the improvements needed. Today’s neighborhood fire stations serve as places of refuge for residents and provide them with emergency medical services. The purchase of the equipment will allow them to perform more efficiently and reduce response time. The new pumper will be housed at Station #6 on Willow Street.

 

This notice commences a seven (7) day comment period which ends on February 4, 2012. Assistance for non-English speakers and persons with disabilities is available upon request during this period.
