The WDC has solicited funding request packages and has held its first public hearing before the Citizens Advisory Committee (CAC) on May 23, 2007 and will hold a second on June 28, 2007. The Annual Plan outlines how the City plans to use its resources to move toward achieving the goals set forth in the Consolidated Plan. This year's U.S. Department of Housing and Urban Development CDBG, HOME and ESG funding, results in the following 2007- 2008 allocations: CDBG -$2,315,008, HOME -$ 972,358, and ESG - $99,481. The City of Waterbury will keep record of the outcome performance measurements for all areas of funding, and report them to HUD. The proposed Annual Plan will be on file on June 11, 2007 at the City Clerk's Office, 236 Grand Street, Waterbury, the Silas Bronson Library, 267 Grand Street, Waterbury, and the WDC; 24 Leavenworth Street, Waterbury, this notice commences a thirty (30) day comment period. 2007-2008 ANNUAL PLAN The WDC will administer funds for the following programs and amounts in the fiscal year: NEIGHBORHOOD DEVELOPMENT Low/Moderate Income Area Benefit: Fire Station Improvements -07-08 Allocation: $30,000. Renovations and/or purchase of equipment at stations serving low/moderate income neighborhoods. Neighborhood Sidewalk Improvements -07-08 Allocation: $500,000. Reconstruction of deteriorated sidewalks in targeted low/moderate neighborhoods. Street Resurfacing/Reconstruction -07-08 Allocation: $500,000. Funds will mill, resurface, and/or reconstruct streets in low/mod census tracts. Low/Moderate Income Client Benefit: Non-Commercial Rehabilitation 07-08 Allocation: $323,756. Funds will be used for building rehabilitation. The proposed project is the rehabilitation of the undercroft of St. Annes Church, constructing office space for non-profit social services agencies, who will help the depressed south end community. ECONOMIC DEVELOPMENT Low/Moderate Income Client Benefit: Community Based Development Organization -07-08 Allocation: $26,000. In The- Making is a non-profit charitable and educational corporation whose purposes include: to empower, educate, train, employ, service and advocate for the low-income community of the greater Waterbury area. Funds will be used for rent and utilities for this program. HOUSING DEVELOPMENT Low/Moderate Income Housing Benefit: HOME Program WDC 24 Leavenworth St., 07-08 Allocation: $972,358. Funds will benefit low/mod households, targeted as determined by the WDC. 10% will be used for administration and 15% will be used for CHDO housing development. An estimated $8,600 in program income will be put back into the program. Emergency Relocation Assistance 07-08 Allocation: $100,000. The allocation along with an estimated $15,000 of Program Income from CD & ED return of grant funds will be used for eligible relocation expenses for families displaced by City projects. Housing Rehabilitation Engineering WDC 24 Leavenworth St., 07-08 Allocation: $25,000. Funds will be used for professional engineering services for CDBG and/or H.O.M.E. housing rehab programs. COMMUNITY DEVELOPMENT Low/Moderate Income Benefit: Administration -WDC, 24 Leavenworth St., 07-08 Allocation: $463,001. Funds will be used to administer the Community Development Block Grant Program and the Emergency Shelter Grant Program. ASPIRA of Connecticut, Inc. Youth Leadership Development & APEX 95 North Main St., 07-08 Allocation: $10,000. Program will help to continue to increase the high school graduation rate of Puerto Rican/Latino and other minority students in Waterbury and encourage their pursuit of some form of post-secondary education. Funds will be used for general administrative and programmatic costs. Child Guidance Clinic -70 Pine St., 07-08 Allocation: $16,000. Provides city-wide counseling for youth, including initial and periodic evaluations, family therapy and psychotherapy crisis intervention. Funds will be used for clinical and support staff providing services to low/mod families, with an emphasis to Hispanic clients. Children's Community School- 31 Wolcott St., 07-08 Allocation: $9,000. Provides city-wide individualized learning plans for children K-5 with a certified teacher. Funds will be used to support the five after school programs by providing stipends for the supervising teacher, insurance, supplies and administrative costs. Greater Waterbury Interfaith Ministries. Inc. 515 South Main St., 07-08 Allocation: $28,500. Provides a food pantry, soup kitchen, and resource center to the homeless and low/moderate clients city-wide. Funds will be used to purchase food, plant stock, rent, supplies and salaries for weekend workers. La Casa Bienvenida -135 East Liberty St., 07-08 Allocation: $16,500. Services provided include nutrition, arts and crafts, education and entertainment to Hispanic elderly in the south end and city-wide. Funds will be used partially for project administration, staff and operating costs. Literacy Volunteers -Silas Bronson Library, 267 Grand St., 07-08 Allocation: $5,000. Provides reading materials and training to city-wide individuals who are unable to read and write. Funds will be used for a portion of the Program Coordinators salary and materials. Mattatuck Historical Society -144 West Main St., 07-08 Allocation: $11,000. This program provides children with safe environment after school assisting homework and tutoring, and with new experiences through storytelling, drama, writing and dance. Serves children 8-12 years old. Funds will be used for Programmatic costs: teaching staff, artists, snacks and supplies, field trip transportation, as well as admission to yearly field trip . Mattatuck Senior Center -117 Southmayd Rd., 07-08 Allocation: $10,000. Services provided include nutrition, exercise, arts and crafts, education and entertainment to elderly persons city-wide. Funds will be used for project administration: secretarial staff and insurance. Morris Foundation 402 East Main St., 07-08 Allocation: $10,000. Provides outpatient services including assessment and treatment for individuals with substance abuse, mental health and co-occurring disorders. Funds will be used for the partial salary of two professional counselors. Mt. Olive Senior Center -86 Pearl St., 07-08 Allocation: $18,500. Services provided include nutrition, arts and crafts, education and entertainment to elderly persons in the north end and city-wide. Funds will be used for salary, fringe benefit, utility and insurance costs. Nutmeg Big Brothers Big Sisters 127 Scott Rd., 07-08 Allocation: $6,500. Serves at risk Waterbury youth, ages 6-17, by providing one-to-one mentoring for the youth with volunteers that uniquely receive ongoing match support to ensure lasting, productive and safe relationships. Funds will be used for staff salaries. Police Activity League of Waterbury, Inc. 58 Griggs St., 07-08 Allocation: $20,000. Promotes partnerships between City youth, law enforcement, and the community through educational, athletic, and recreational programs designed to encourage team building and fostering positive relationships. Funds will be used for utilities and insurance costs. Safe Haven of Greater Waterbury. Inc. 29 Central Ave., 07-08 Allocation: $11,000. Services provided include counseling, education, advocacy, and referrals to City-wide victims of physical or severe psychological abuse. Funds will be used for office utilities and insurance. Salvation Army 74 Central Ave., 07-08 Allocation: $4,251. Provides a safe, supervised indoor playground, called Central P.A.R.K.. The program provides children with creative setting for social, physical and emotional development and gives parents supportive relationships with diverse parents of pre-school aged youth. Funds will be used for salary and utility costs. St. Margaret/Willow-Plaza NRZ Ass., Inc. Community Program for Youth and Seniors 60 Elmwood Ave., 07-08 Allocation: $12,000. Provides after school program, including homework help, computer training and activities for neighborhood children grades two thru eight. Also provides senior citizen programs to the elderly residents of this neighborhood. Funds will be used for administrative staff salaries as well as program materials and supplies. Staywell Health Care Inc. 80 Phoenix Ave., 07-08 Allocation: $ 8,000. Provides high quality dental services to the low/mod population of the city, with a focus on prevention. Funds will be used to pay a portion of the salary of a bi-lingual Dental Hygienist. Waterbury Day Nursery -74 Buckingham St., 07-08 Allocation: $6,000. Provides a city-wide day care program including nutrition, education and entertainment. Funds will be used to partially pay salaries and benefits for the Administrative staff. Waterbury Senior Shuttle WDC, 24 Leavenworth St., 07-08 Allocation: $115,000. City of Waterbury sponsored activity, which provides senior citizens with on-demand response transportation. Trips are for medical appointments, grocery shopping, and recreation. Funds will be used for operating costs to provide 800 rides per month. Waterbury Youth Service System -95 North Main St., 07-08 Allocation: $10,000. Provides a truancy prevention program primarily to students in elementary and middle school. Funds will be used for the partial salary of a caseworker. WOW Community Learning Center 308 Walnut St., 07-08 Allocation: $15,000. Provides programs for elementary through high school youth, programs for the senior citizens, reading programs, activities for toddlers, and programs to improve life skills for neighborhood residents. Funds will be used for utilities, insurance, Youth Leader salary, supplies and special programs. YMCA -136 West Main St., 07-08 Allocation: $ 5,000. Provides a summer day camp for economically disadvantaged, and special needs children city-wide. Funds will be used to provide scholarships to disadvantaged children to attend a two-week camp session and for staff to aid special needs children. EMERGENCY SHELTER GRANT Family Service Association of Waterbury, Inc., -34 Murray St., 07-08 Allocation: $14,959. Funds will be used for staffing at Chapman House an emergency sanctuary for children aged three to twelve, who have been removed from their home due to abuse or severe neglect. Allocation will be matched with State Funds. Morris Foundation -95 Scovill St., 07-08 Allocation: $3,877. Funds will be used for utilities and the purchase food at Therapeutic Shelter. This shelter is utilized by homeless substance abusers seeking referral to long-term treatment. Allocation will be matched with United Way funds. Safe Haven of Greater Waterbury. Inc. -P.O. Box 1503, 07-08 Allocation: $5,485. Funds will be used for utility and insurance costs for the shelter, which provides a safe place for physically and/or psychologically, abused women and their children. Allocation will be matched with contributions. Salvation Army -74 Central Ave., 07- 08 Allocation: $10,338; Funds will be used for a portion of salary and utility costs for the Family shelter. Allocation will be matched with United Way funds. St. Vincent DePaul Society -114 Benedict St., 07- 08 Allocation: $64,822. Services include the operation of a homeless shelter and other support services to aid the indigent and homeless. Funds will be used for operating costs, including utilities, insurance, auto leases, office supplies, rubbish removal, and client support items food, clothing, mattresses, hygiene supplies, etc. Allocation will be matched with contributions.
